Ok so I have had a fair amount of inquires regarding the 64 1/2 and 65 and one individual straight up telling me its not a 64 1/2. This was originally sold to us many years ago as a 64 1/2, we know that all the original mustangs state 65 but this was sold to us as being out before 65. Below is some info to help. you-the buyer will have to be the ultimate judge and have the final say on this.

Good luck!

****info provided by @balsamus a fellow ebayer

it was built in 1964. 64.5 is not a official term it is just a preproduction with a lot of problems. The early production have a U in the Vin for the 6 cyl. and yes it is a 65, because of the T in the Vin number for 6 cyl. in line and the last known 64.5 been built July 28, 1964. But you have an early 65, the Ford s plants had tostop for a week to adjust the tools and the 65 production only started around Aug. 05, with your date (14H) Aug, 14 you are 9 days in the beginning of late production.
